EU / EEA / Swiss Citizens
Registration Certificate – MEU1
EU, EEA and Swiss citizens may reside in Cyprus for up to three months with a valid passport or identity card.
For residence beyond three months, the person must satisfy the applicable free-movement conditions, for example by being:
- employed
- self-employed
- financially self-sufficient with comprehensive health coverage
Applications for MEU1 must be submitted within 4 months from arrival in Cyprus.
EU Family Members
Family Members Who Are Also EU Citizens
Family members who are themselves EU / EEA / Swiss citizens can generally be registered under the MEU1 framework together with or in connection with the principal EU citizen.
Non-EU Family Members
Residence Card for Non-EU Family Members – MEU2
Eligible third-country national family members who accompany or join an EU / EEA / Swiss citizen in Cyprus may apply for a Residence Card under the MEU2 procedure.

Processing may take longer where information or supporting documents are incomplete or where the authorities require additional evidence or an interview.
Eligibility
Who May Qualify as a Family Member
Spouse / Civil Partner
The spouse or registered civil partner of the EU / EEA / Swiss citizen.
Direct Descendants
Children under 21, or dependent direct descendants of the EU citizen or spouse / civil partner.
Dependent Ascendants
Dependent direct relatives in the ascending line, subject to the applicable legal definition and evidence.
Other relatives or durable partners who do not fall within the statutory definition may be assessed under a different facilitation procedure and should not be automatically presented as MEU2 family members.

MEU1 documents may include
- valid passport or EU identity card
- employment / self-employment evidence where applicable
- proof of sufficient resources where applicable

- accommodation / address evidence where required
- civil-status documents for family members
MEU2 documents may include
- valid passport
- evidence of lawful relationship with the EU citizen
- marriage / civil partnership / birth documentation
- EU citizen’s residence / registration evidence where applicable
- accommodation evidence
- financial / insurance evidence where applicable
- officially translated and duly certified supporting documents where required
Important
MEU1 and MEU2 are based on EU free-movement rights and should not be confused with Visitor, BCS or ordinary family-reunification residence permits.

Can a non-EU spouse work in Cyprus?
Employment rights derive from the applicable EU free-movement framework and should be assessed together with the family-member status and supporting evidence in each case.
Can unmarried partners qualify?
Some durable partners may fall under a separate facilitation procedure rather than the core MEU2 statutory family-member definition and should be assessed individually.
