Naturalisation based on years of residence

Cyprus citizenship by naturalisation is available to eligible adult foreign nationals who satisfy the requirements of the Civil Registry Law.

Eligibility is not based only on the total number of years spent in Cyprus.

The authorities also assess:

  • the required continuous residence period immediately before application
  • cumulative lawful residence during the earlier qualifying period
  • periods of absence
  • Greek-language knowledge
  • knowledge of contemporary Cyprus
  • good character
  • financial resources and accommodation
  • intention to reside in the Republic

Key Requirements

Residence Requirements

  • Final 12 Months

    12months

    The applicant must have legal and continuous residence in Cyprus during the 12 months immediately preceding the date of application.

    Periods of absence not exceeding a total of 90 days during this 12-month period do not interrupt the required period.

  • Previous Residence

    7years

    During the 10 years immediately preceding the final 12-month period, the applicant must have accumulated at least seven years of legal residence in Cyprus.

Both residence periods must be assessed separately.

Naturalisation eligibility depends on the applicant's actual lawful residence history and periods of absence from Cyprus.

Passport stamps, travel records, residence permits and other supporting evidence may need to be reviewed to establish whether the statutory residence requirements have been satisfied.

Language Requirement

Greek Language – B1 Level

For the ordinary naturalisation route, the applicant must demonstrate sufficient knowledge of the Greek language at B1 level.

Acceptable evidence includes the certificates recognised under the current naturalisation procedure.

Certain applicants may be exempt from providing a separate B1 certificate where they hold qualifying secondary-school or academic qualifications completed through Greek as the language of instruction.

Examination

Knowledge of Contemporary Cyprus

Applicants must demonstrate sufficient knowledge of the basic elements of the contemporary political and social reality of Cyprus.

Under the current procedure, this is demonstrated through the recognised examination administered by the competent Examination Service.

Character

Good Character Requirement

Citizenship by naturalisation requires the applicant to be of good character.

The authorities may consider criminal-record information and other relevant circumstances when assessing this requirement.

Supporting documentation may include criminal record certificates and other evidence required under the M127 procedure.

Accommodation and Financial Stability

Applicants must demonstrate suitable accommodation and stable and regular financial resources sufficient for themselves and their family members.

The examples listed are not exhaustive. The appropriate evidence depends on the applicant's circumstances.

Intention to Reside in Cyprus

The ordinary naturalisation framework also requires an intention to continue residing in the Republic.

Naturalisation should therefore not be presented purely as a passport application based on historical residence.

The applicant’s overall circumstances should remain consistent with the statutory requirements.

Form M127

Citizenship applications based on years of residence are submitted using Form M127 together with the required supporting documentation.

The application is submitted at the competent District Administration Office.

The application must be signed in the presence of a Registrar in accordance with the current procedure.

Foreign supporting documents must comply with the applicable certification and translation requirements.

Timing

How long does ordinary naturalisation take?

A guaranteed processing period for an ordinary naturalisation application should not be assumed.

The time required depends on the individual application, residence history, completeness of documentation, authority checks and any requests for additional information.

The special accelerated examination of up to eight months applies only to eligible highly skilled employees and qualifying family members under the separate statutory procedure.

Alternative Naturalisation Route

Are you a Highly Skilled Employee?

Eligible highly skilled employees working for qualifying companies may benefit from different naturalisation residence and language requirements under Article 111B(2).

Depending on the applicant's Greek-language level, the qualifying prior residence period may be shorter than under the ordinary naturalisation route.

Eligible applicants may also request accelerated examination of their application.

How many years do I need to live in Cyprus before applying?

Under the ordinary naturalisation route, the applicant must satisfy two separate residence tests: 12 months of legal and continuous residence immediately before application, subject to permitted absences of up to 90 days in total, and at least seven years of cumulative legal residence during the immediately preceding ten-year period.

Does this simply mean eight years in Cyprus?

No. The final 12-month period and the earlier cumulative residence period are separate statutory requirements and should be calculated independently.

Can I travel during the final year?

Yes, but periods of absence during the final 12-month qualifying period must not exceed 90 days in total under the current ordinary-naturalisation rule.

What Greek level is required?

The ordinary naturalisation route currently requires sufficient knowledge of Greek at B1 level, subject to recognised evidence and applicable exemptions.

Is there another Cyprus examination?

Yes. Applicants must also demonstrate sufficient knowledge of the basic elements of the contemporary political and social reality of Cyprus. The current recognised examination requires a score of at least 60%.

Do I need to be employed?

The law requires stable and regular financial resources sufficient for the applicant and family. The evidence used will depend on the applicant’s circumstances and does not necessarily consist only of employment income.

Can I apply if I have been outside Cyprus frequently?

Possibly, but the periods of absence must be calculated carefully because they may affect both the final continuous-residence requirement and the earlier qualifying residence history.

How long does the citizenship application take?

There is no fixed processing period that should be guaranteed for ordinary naturalisation. Timing depends on the application and authority examination.

Is there an accelerated procedure?

Eligible highly skilled employees and qualifying family members may request a separate accelerated examination procedure, subject to the statutory conditions and official fee.

Who decides my citizenship application?
